Born 1902. Studied law in Frankfurt and Munich. Joined the Party in 1922 and became the legal advisor to the Party and the SA. In 1930, he was appointed to the bench. In September 1933, he became a member of the Prussian State Council, and from 1935 on headed the Constitution and Legislation Department of the Interior Ministry, where he played an important role in elaborating the Nuremberg Laws. In 1936 he joined the SS but remained involved on a daily basis in the Interior Ministry, where he drafted legislation in the spirit of Nazi ideology. Among other things, he was active in the forced sterilisation program and the meetings of the Wannsee Conference and sessions held in its aftermath, in which the participants dealt, inter alia, in stipulating which Jews would be included in the Final Solution.
